Twin brother of C-18 , he is one of the major antagonists of the Artificial Humans Saga before being absorbed by Cell . After the latter's death, C-17 was resurrected thanks to the Dragon Balls and became an animal protector.
Recruited years later by Son Gokû to participate in the Tournament of Power, he was the winner of the Super Dragon Balls and restored the 7 universes destroyed by Zen'Ô.
