Tobi then declared his intention to use the seven bijû already captured by Akatsuki against the ninja world. As a result, the Fifth Kazekage Gaara , the Fifth Mizukage Mei Terumî , the Fourth Raikage A , the Third Tsuchikage Ônoki and General Mifune agreed to form a Shinobi Alliance, pooling their resources against Tobi .
Then, the Daimyôs of the Five Great Nations as well as the Fifth Hokage Tsunade join the Alliance, while Kabuto Yakushi associates with Tobi .
